Russia to require licensed brokers for peer-to-peer Bitcoin trades, limiting direct transfers to personal wallets.

Russia plans new rules requiring all peer-to-peer Bitcoin and digital asset trades to go through licensed brokers or registered exchanges, banning direct trades between individuals outside these channels. Transfers from regulated accounts to personal noncustodial wallets will be restricted, limiting asset movement. Non-qualified investors must pass a knowledge test and face an annual purchase cap of 300,000 rubles per intermediary. These rules take effect July 1, 2027, while the existing ban on using digital assets for payments remains in force. This framework aims to increase oversight and control over digital asset trading and holding in Russia.
