Russia allows retail investors to buy Bitcoin, Ether, and USDT with strict limits from Nov 17.

Starting November 17, Russian retail investors can legally buy Bitcoin, Ethereum, and Tether's USDT through licensed brokers and exchanges under new rules by the Bank of Russia. The annual purchase cap for non-qualified investors is 300,000 rubles (about $3,600), aiming to move retail trading into regulated channels. Qualified investors face no limits and can trade any cryptocurrency. This move signals a shift from Russia's previous crypto ban stance and introduces regulated crypto trading infrastructure, with Moscow Exchange and major banks preparing to offer services. XRP is excluded due to regulatory criteria, and the inclusion of USDT raises interesting dynamics amid sanctions.

Regarding Russia's new retail crypto trading rules, here is Pluang's market snapshot as of Nov 07, 2026 15:41 WIB: Among 50 major cryptocurrencies, 31 rose while 17 fell. EOS gained 8.13% to Rp12.649 with a typical hold time of 87 days, contrasting with XNO which dropped 2.74% to Rp5.706 despite 100% buy order activity. ZIL rose 4.36% to Rp32, showing a strong buy bias at 71% with a longer hold time of 134 days.
