The Ethereum Foundation has announced that the upcoming Glamsterdam upgrade, activating on the Platåberget testnet on August 20, will change gas cost assumptions for certain ETH transfers. Specifically, EIP-8037 introduces a new state gas charge for operations creating new state, meaning transfers to new accounts will cost more than the traditional 21,000 gas.
