Tether CEO Paolo Ardoino criticized the Bank for International Settlements (BIS) for promoting tokenized bank deposits over stablecoins, arguing that stablecoins are safer because they are fully backed by U.S. Treasuries, unlike tokenized deposits which are often only 10% collateralized. This dispute highlights concerns that the CLARITY ACT could cause a large shift of deposits from banks to stablecoins, which are growing in popularity, especially in emerging markets. Ardoino suggests that stablecoins expose the risks of fractional reserve banking and could lead to a significant migration of savings to these fully reserved digital assets.
