On April 17, 1961,NV Pabrik Semen Gresik was transformed into a state enterprise (Persero) by Government Regulation No. 132 year 1961, and subsequently became PT Semen Gresik (Persero). Semen Gresik is a cement producer which was formerly fully owned by the government. On July 1995 the company shareholders meeting agreed to acquired 100% share of two state owned cement producer companies, namely PT. Semen Tonasa and PT. Semen Padang.

In 1989, the Company completed expansion of its second line BOPP film with capacity of 7.500 tons per annum. In 1993, the Company completed its expansion of third line BOPP film with capacity of 12.000 tons per annum, and in 1995, Polyester film project with total capacity of 12.000 tons were completed.
