Arbitrum Security Council moves funds from Binance exploit wallet without private key using upgrade controls

The Arbitrum Security Council transferred over 74 million ARB tokens and about 8,426 ETH from a wallet linked to the Binance exploit without needing the wallet's private key. This was done by temporarily redirecting the network's message processing to bypass the wallet's signature, allowing the transfer to a secure holding address. The council stated that these assets can only be moved through an ArbitrumDAO Governance vote, ensuring coordinated control with relevant parties. This action highlights the network's advanced upgrade controls to manage compromised funds securely.

The Arbitrum Council's recent action to move Binance-linked funds is presented here with Pluang's cryptocurrency market snapshot as of Nov 03, 2026 08:01 WIB: out of 50 major cryptocurrencies, only 6 rose while 43 fell. Among notable movers, SAND (The Sandbox) dropped 4.08% to Rp806 with a nearly balanced Pluang order activity of 48% Sell and 52% Buy, contrasting with THETA (Theta Network) which held firm at Rp2,733 with 100% Buy activity and a shorter typical hold time of 78 days. ZIL (Zilliqa) also declined by 3.86% to Rp33, showing a heavier sell bias at 63% Sell orders.
