Arbitrum's licensing forces Robinhood Chain to share 10% of net revenue, proving a new Layer 2 business model.

Arbitrum co-founder Steven Goldfeder created a 'community source' license requiring any chain using Arbitrum's technology but settling outside its main networks to share 10% of net revenue with the Arbitrum ecosystem. Robinhood Chain, which launched its own Layer 2 mainnet in July 2026 to handle tokenized stocks, has already demonstrated this model's success by contributing $360,000 to the Arbitrum DAO in July alone, about 35% of the DAO's income. This licensing approach prevents forks from capturing all fees, ensuring ongoing revenue for Arbitrum and its community. The model contrasts with more permissive open-source licenses and gives ARB token holders a direct economic stake in chains like Robinhood's.
