The Ethereum Foundation released a detailed update redefining the roles of Ethereum Layer 1 (L1) and Layer 2 (L2) chains. L1 remains the core settlement and DeFi hub, expected to scale significantly while maintaining security and decentralization. L2s are now encouraged to prioritize feature differentiation, customization, and meet minimum security standards to ensure safe user exits to L1. The Foundation also plans to expand data capacity and improve liquidity access on L1, while addressing ecosystem fragmentation by enhancing interoperability and user experience across chains. This roadmap aims to strengthen Ethereum's scalability, security, and ecosystem cohesion.
