The US Department of Commerce has closed a loophole that allowed advanced AI chips from Nvidia and AMD to be exported to Chinese companies operating outside China, such as in Malaysia. This move strengthens US efforts to restrict China's access to critical semiconductor technology for AI development. The loophole existed due to a previous non-enforcement of the AI Diffusion rule in May 2025. The new guidance requires licenses for shipments to China-headquartered entities regardless of their location, potentially impacting Nvidia's revenue from China, which remains significant despite export controls.
